Localization

Includes the Microsoft.E.Localization package and a basic localization switch component.

Install
dotnet package add ZeroAsh.Blazor.Localization
Usage
// Add localization services

// Apply language settings
hist.Services.ApplyLanguageSettings();

And a simple language selector component was provided.
