Provides an exception handler for HTTP requests.

Example

First, you need to add the http handler to the HttpClient

using ServiceCollectionExtensions;

services.AddHttpClient("Persilsoft", httpClient =>
{
    httpClient.BaseAddress = new Uri("https://api.persilsoft.com/");
})
.AddExceptionDelegatingHandler();

The handler will throw an HttpRequestException.
