Compiler Support

Adds support for newer C# language features in some older versions dotnet by implementing compiler interfaces and providing polyfills. Notably source generators require NetStandard 2.0 as output. When using newer language features, the compiler will fault on some missing items.

Runtime versions and language features will be added as they are needed. This is by no means a complete work.
