'We don't scale up' now returns false if the image is already smaller than the specified dimensions. Added support for webp The ScaleDown function. This is a function that can generate a thumbnail image from a source image. Either the width or height will be provided and the aspect ratio should be maintained. If the image is smaller than the specified dimensions, there should be no change to the image. If the image is larger than the specified dimensions, it should be scaled down to the specified dimensions. If the width and height are both provided, the image should be scaled down to the lesser scale value.
