Fixed 14.X MSBuild assemblies loading in .NET Desktop. Fixed "PackageIDIsSelf" behaviour in V2 repositories, and in local repositories. The task factory assembly loading has now better and parametrizable platform RID detection, and supports loading unmanaged DLLs in .NET Core out-of-the-box.
