SQLitePCL.raw 0.8.1-pre2

SQLitePCL.raw is a Portable Class Library (PCL) for low-level (raw) access to SQLite.  This package does not provide an API which is friendly to app developers.  Rather, it provides an API which handles platform and configuration issues, upon which a friendlier API can be built.  (Note that with the 0.8.0 release, the package ID is changing from 'SQLitePCL.raw_basic' to 'SQLitePCL.raw'.  For now, the package exists under both IDs and they are identical.  Eventually the old ID may stop getting updates.)

Requires NuGet 2.8.1 or higher.

Release Notes

Update SQLite to 3.8.10.2.  Update OpenSSL libcrypto to 1.0.1p.  Add set_authorizer feature.  Add support for Xamarin.Mac.  Keep track of hooks with a ConcurrentDictionary where possible.  On Windows, when dynamic DLL load fails, fallback to normal approach.
