I added a new method to XmlPatternHelper called NeedsEncoding.

This class is used to encode 4 symbols as of now, Ampersands, Greater Than and Less Than Signs and Percentage signs.

NeedsEncoding(text) returns true if the text exists and contains any of the symbols that get encoded.

I added this method because a project I am working on is working once, but the second time I encode it isn't working, or it isn't getting encoded, so this method will help me to debug by only encoding if it needs encoding.
